Prohibited goods: the goods their export or entry is legally prohibited by the national interests or Islamic law.
Customs ban - Prohibited goods
Iran's Customs Act divides the prohibitions into four sections. The prohibitions include permanent imported goods, temporary imported goods, prohibition in external transit and prohibition in internal transit.
Customs law in this regard says
Chapter II - Prohibitions
The first part – Prohibitions in permanent entrance
Article 122 - Permanent importation of following goods is prohibited as below:
A-Goods prohibited by Islam and holy Quran
B-Goods prohibited by table of customs Tariff or decisions made on law
C-Weapons of all kinds, gunpowder, detonators, cartridges, bullets and other ammunition, dynamite and explosives unless announced with the approval of the Ministry of Defense and Armed Forces Logistics
D-Narcotics and psychotropic substances of any kind and their components unless announced with the approval of the Ministry of Defense and Armed Forces Logistics
E-Eavesdropping systems, transponders, Small recorders such as micro cameras and microphones with spy capability and special transponders with fast speed , every goods or systems with Wired and wireless communications control and surveillance capability (monitoring) and encoding systems used for espionage purposes unless announced with the approval of the Ministry of Defense and Armed Forces Logistics
Note 1 – Import of electronic and telecommunication goods with commercial purposes and certain models exploited by spies , as well as goods and pharmaceuticals, food, minerals, toxins and organics which are miss-applied as dual-usage goods for bioterrorism according to the Ministry of Information are announced forbidden.
Note 2 – The list and specification of goods in this paragraph and note (1) are specified by Ministry of Information and will be announced Iran costumes.
f-Carriers of audio and video recordings contrary to public order or national affairs or public morals or the state religion recognized by Ministry of Culture and Islamic Guidance
G-Books, newspapers, magazines, forms, symbols or any other writings against the public order or national affairs, public morals or the state religion recognized by Ministry of Culture and Islamic Guidance
H-Goods with sign or a statement or on their packing or in their documents, against the public order or national affairs, public morals or the state religion
I-Foreign currency put out of the legal flow, fake banknotes, stamps and stickers and laterites.
J-commodities with address, name, mark, or other specifications on the commodity itself or the label in order to confuse the buyer and user to the producer or the place of production or the original specification of commodity
Note-The commodities that removes all factors of confusion by Customs consideration and confirmation, will be in exception part.
K-Prohibited commodities for import due to special rules
Second Subject- Prohibitions in temporary import and internal pass
Atricle123- in temporary import and internal pass, the below mentioned restrictions are operational
A-Temporary import and internal pass that are prohibited by law, is not possible.
B-Temporary import and internal pass of commodities in C to F of Article 122 of this law, is subject to the agreement of related ministries.
C-Temporary import of commodities in G and H of Article 122of this law is prohibited, but the internal pass of these commodities is subject to the agreement of related ministries.
D-Temporary import and internal pass of conditionally permitted is possible with agreement of Iran Customs.
Third subject-prohibitions in external pass
Article 124-the list of prohibited commodities for external pass and tarns shipment is prepared by Country Security Council and is approved by the Council of Ministers.
Article 125-The government can prohibit or make condition for the external pass, temporary import, tarns shipment or Cabot age of each cargo according to economic benefits or general security or health.
Fourth Subject- prohibitions in export
Article 126-The below commodities can’t be permanently exported
A-prohibited export according to holy Sharia law or according to Islamic law
B- Antiquities and cultural heritage according to Cultural Heritage institute, Tourism and crafts
C-veterinary products, or vegetables and animals for keeping genetic savings or environment protection according to announced list by related organizations
D-other prohibited export due to special rules
Article 127-Import and clearance of commodities under every Customs ways that is related to health , quarantine, security and environment considerations according to laws of related organizations, is required to take certificate from these organizations.
